Constitution of the Russian Federation

The Constitution of the Russian Federation is the highest normative legal act of the Russian Federation.

Passed by nation-wide voting of December 12, 1993, it entered into force on December 25, 1993.


Article 62 The Constitution of the Russian Federation defines the status of foreign citizens in the territory of the Russian Federation. Foreign nationals and stateless persons shall enjoy in the Russian Federation the rights and bear the obligations of citizens of the Russian Federation, except for cases envisaged by federal law or international agreement of the Russian Federation
The Constitution of the Russian Federation guarantees a foreign citizen on the territory of the Russian Federation: to use his native language, to work, to choose a job, to get acquainted with documents and materials directly affecting his rights and freedoms.
A foreign citizen working in the Russian Federation shall pay taxes in the country of residence.

A foreign citizen has the right to acquire real estate on the territory of the Russian Federation.


Police
If a crime has been committed against a foreign citizen on the territory of the Russian Federation, you shall seek help from the police.
If you have lost your passport, you will also need to contact the police and a consulate of your country.

Migration registration
Upon entering the Russian Federation, you shall obtain and fill out a migration card. Please indicate “work” as the purpose of entry in the migration card in order to obtain a work patent.
To register at the place of stay, a foreign citizen shall have a passport and a migration card.
Foreign citizen shall be registered in the migration registry during 7 days based on general rule.
If a foreign citizen violates migration registry rules, he/she is brought to administrative responsibility.

Additional information
Foreign citizen is free to marry on the territory of the Russian Federation. The marriage is registered at a civil registration.
Based on Labor code of the Russian Federation an employment contract is concluded only in writing.

Emergency medical care for conditions requiring urgent medical intervention is provided to foreign citizens free of charge. If HIV infection is detected in foreign citizens and stateless persons residing in the territory of the Russian Federation, they are subject to deportation from the Russian Federation based on the procedure established by the legislation of the Russian Federation.
